Summary of the House Committee Version of the Bill

HCS SCS SB 769 -- FISCAL AND OTHER AUTHORIZATIONS FOR CERTAIN
SCHOOL DISTRICTS

SPONSOR:  Mayer (Wright, 159)

COMMITTEE ACTION:  Voted "do pass by consent" by the Committee on
Elementary and Secondary Education by a vote of 15 to 0.

This substitute allows the Puxico R-VIII, Valley R-VI, Bismarck
R-V, and Caruthersville R-XVIII school districts to make a
one-time additional transfer from the incidental fund to the
capital projects fund in an amount not to exceed 40% of the
district's June 30, 2006, incidental fund.  The transfer must
occur by July 1, 2007.

Any school district affected by the April 2006 tornadoes may be
exempted from making up its lost school time according to a
sliding scale specified in the substitute and is allowed to use
the summer school food service standards while running double
sessions.

The substitute contains an emergency clause.

FISCAL NOTE:  No impact on state funds in FY 2007, FY 2008, and
FY 2009.

PROPONENTS:  Supporters say that the Puxico, Valley, Bismarck,
and Caruthersville school districts all face individual hardships
with their physical plants, in completing buildings, or repairing
weather-damaged buildings.  The funds available for transfer are
not funds that were accumulated by paying low teacher salaries.

Testifying for the bill were Senator Mayer; and Missouri State
Teachers Association.

OPPONENTS:  There was no opposition voiced to the committee.
